The Danish Energy Agency is now publishing the final tender material for the CCS pool. CCS stands for Carbon Capture and Storage – CO₂ capture and storage. The CCS pool has a total budget of DKK 28.7 billion incl. VAT (in 2025 prices), which must cover costs for capture, transport and geological storage of fossil, biogenic or atmospheric CO ₂ over a 15-year contract period. The grant money is tied to a requirement to put fishing facilities into operation no later than 1 December 2029 and a minimum requirement for full fishing and storage from 2030.

"With CCS technology, we can store CO 2 underground instead of releasing it into the atmosphere, where CO 2 contributes to the greenhouse effect and thus to global warming. Now the Danish Energy Agency's tender must ensure that we get the most possible CO ₂ reductions out of the money that the politicians have set aside," says Peter Christian Baggesgaard Hansen, Deputy Director of the Danish Energy Agency.

The tender material can be found on the Danish Energy Agency's website on the page about CCS - see under the item "Tender of the CCS pool". In addition, the tender announcement and the tender material for the pool will be published in the EU's electronic tender platform, Tender Electronic Daily (TED).

Contribution to achieving climate goals
Capture and storage of CO₂ is considered one of the important tools for meeting both national and international climate goals. The European Commission has recommended that approx. 50 million tonnes of CO ₂ in 2030 with a view to achieving a 90 percent reduction in 2040 on the way to climate neutrality in 2050. Likewise, the UN's climate panel, IPCC, estimates that 730 billion tonnes of CO₂ must be stored on a global level towards 2100 in order to meet The Paris Agreement.

The CCS pool must ensure CO ₂ reductions or negative emissions that contribute to meeting Denmark's climate goals. Overall, the pool is estimated to reduce Denmark's annual emissions of CO ₂ by 2.3 million tonnes from 2030. This corresponds to around five percent of Denmark's total current emissions over the course of a year.

The pool is designed with a view to ensuring maximum competition for the funds in order to obtain the greatest possible CO₂ reduction at the lowest possible price. The support is paid per stored ton of CO₂. The tender is carried out through negotiation, where the market participants bid with a fixed quantity per year and price per tonnes of CO₂ they must capture and store. It will be possible to allocate funds from the pool to several bidders.

Information for tenderers
Already in June, the most important conditions in the tender material for the CCS pool were announced in connection with a market consultation. The Danish Energy Agency has also held two market dialogues about the pool, at the latest from June to August 2024. In both dialogues, stakeholders and potential bidders have provided input that has been useful in preparing the final tender material.

On 25 March 2025 at 13.00 is the deadline for applications from potential tenderers to be pre-qualified to participate in the tender. Applications must be submitted via the electronic tendering system "Digitale Udbud". The Danish Energy Agency plans to hold a follow-up information meeting on the tender material on 21 November 2024.

All tender material is in English, and all communication between potential tenderers and the Danish Energy Agency in connection with the tender must take place via the tender system "Digitale Udbud". Communication must take place in English. This is done out of consideration for the procurement law principles of equal treatment and transparency. The same considerations mean that the Danish Energy Agency cannot provide details about the tender until all information about the tender has been made available on the portal.

FACTS
DKK 28.7 billion for capturing and storing CO ₂

The CCS pool is the third pool managed by the Danish Energy Agency with funding for the capture and storage of CO₂. DKK 28.7 billion have been set aside, incl. VAT (in 2025 prices) in this pool. In total, approximately DKK 38 billion has been set aside.
The first pool, the CCUS pool, which was approx. 8 billion kroner, was won by Ørsted, which will capture and store 430,000 tonnes of CO₂ annually from 2026 and 20 years from now. Ørsted already expects to capture and store the first CO₂ from 2025.
The NECCS pool was completed in May 2024, when the Danish Energy Agency entered into a contract with three companies to ensure the capture and storage of 160,350 tonnes of biogenic CO₂ annually in the period from 2026 to and including 2032
According to the Energy Agency's latest point source analysis, the full capture potential of all Danish point sources amounts to 6.9-13.7 million tonnes of CO₂ in 2030.
Denmark has granted six permits for exploration with a view to storing CO₂ and has political agreements with several countries on cross-border transport of CO₂ for geological storage under the seabed.
Cashing out the total CCS pool requires state aid approval from the European Commission.
