Graham Noyes is the Managing Attorney of Noyes Law Corporation (NLC). NLC works solely on fuel and carbon law, particularly the California Low Carbon Fuel Standard, other state level fuel policies, and the federal Renewable Fuel Standard. Graham represents low carbon fuel producers, project developers, companies with carbon sequestration technologies, and fuel distributors on state and federal policy campaigns, rule makings, regulatory analysis, and credit generation strategies. Graham represented a client that had deep technical expertise in CCS technical and industry issues in the LCFS rulemaking that first established the CCS protocol. During the rulemaking, Graham spent extensive time with his client and with CARB CCS staff in developing and proposing refinements to the CCS protocol; most of which were integrated into the final protocol. Graham has since advised several clients on integrating a CCS component into low carbon fuel pathways and in discussions with CARB regarding protocol fulfillment.
